Decree to End all War!
By Imperial Decree, I, Emperor Ruprecht Real hereby remove the legal requirement to make the declaring of war by Congress necessary in the not yet ratified document of the proposed Imperial Constitution.
It has been proven throughout history that such actions have no legal meaning and that whoever is in charge of the army at the time usually determines the nature of who and what is to be in conflict with the state. This includes when the state has on occasion been in conflict with itself.
At no point in known history has a war been canceled due to lack of legal backing; therefore, it is being removed from the imperial constitution at this time and is no longer a part of any protected provisions set by the duties of Congress.
If the actions of the Commander in Chief of Armed Forces act immorally with their authority, then the consequences should be determined by the victor.
Edits to the proposed constitution now read:
“Article II, section 8
Congress shall have power to:
8. Issue letters of marque and reprisal, and regulate captures on land and water;
15. Empower the President to appoint a Commander-in-Chief, aged at least 40, to lead all armed forces in wartime, with Congress retaining power to remove the Commander or dissolve the role by majority vote; the President conducts negotiations with foreign allies and enemies and sets peace terms, acting as chief diplomat;”
